The Gambling bill signed into law by the Kenyan President Ruto introduces modern oversight measures for the gambling sector. One key change is the increase in the minimum amount individuals can wager on online platforms.
All entities, including physical casinos and online platforms, must now obtain a license from the newly established Gambling Regulatory Authority (GRA). The GRA will oversee the vetting, approval, and monitoring of all gambling activities. Unlicensed operators will be prohibited from conducting business and will face strict penalties.
The minimum bet on any gambling site is now set at Ksh 20. Operators allowing bets for less than this amount will face a fine of at least Ksh 5 million or imprisonment for up to five years. Gamblers must be registered players on online gambling sites and hold an account with the operator. Operators are mandated to implement mechanisms to prevent child registrations and must require proof of age before allowing registration. This ensures that minors cannot participate in online gambling activities.
To obtain an online gambling license, applicants must provide:

By enforcing strict licensing, real-time oversight, and player protections, the government aims to create a safer gambling environment. These reforms are expected to support public confidence, attract reputable operators, and contribute to national revenue without compromising social welfare.
This new law marks a turning point in Kenya’s approach to gambling. With over 10 million Kenyans participating in betting activities, concerns about addiction and underage gambling have grown.
The authority will establish a framework for real-time monitoring of casinos and online gambling activities, which will be accessible to the Communications Authority of Kenya (CA). The bill underscores the commitment to responsible gambling practices and aims to ensure a safer environment for players in Kenya.
