The Mozambique government forecasts £6 million (€7 million) in gambling tax revenue for 2025, marking a 29% rise compared to 2024. This estimate is part of the proposed Economic and Social Plan and State Budget (PESOE) for the year, recently approved by the ruling party, Frelimo, and opposition party, Podemos.
Despite setting a £14.6 million (€17.2 million) target for gambling tax revenue in 2024, the government achieved only 31.4% of its goal. The total tax revenue for 2025 is projected at £4.6 billion (€5.4 billion), reflecting a 10% increase from the previous year.
Meanwhile, five private-sector investments linked to gaming and tourism, announced in August 2023 by then-President Filipe Nyusi, have attracted £29 million (€34 million). These investments include casino and slot machine concessions in major cities such as Maputo, Beira, Tete, Nampula, Matola, and Pemba.
The National Directorate of Games of Chance requires companies applying for casino concessions to hold a minimum share capital of £2 million (€2.4 million) and commit to investing at least £4.1 million (€4.9 million) within five years. Additionally, concessionaires must pay Stamp Duty equal to 50% of casino admission ticket prices.
