The Rwanda Development Board (RDB), through the National Lottery & Gambling Commission (NLGC), has officially issued gambling licenses to Betway, ElephantBet, and ForteBet following a comprehensive and competitive licensing and evaluation process.
Under the approvals, Betway has been licensed to operate online sports betting and online casino services, ElephantBet has been licensed for online sports betting, while ForteBet has received licenses to operate online sports betting and online casino services.
The licensing marks a significant milestone in Rwanda’s efforts to establish a well-regulated, transparent, and responsible gambling industry. The competitive evaluation process was designed to ensure that licensed operators meet the country’s regulatory standards and are committed to responsible gambling, consumer protection, and compliance with applicable laws.
The entry of internationally recognized operators is expected to strengthen competition in Rwanda’s online gambling market while broadening the range of regulated gaming options available to consumers. The licensing framework also reflects the government’s commitment to creating an attractive investment environment that supports innovation, digital transformation, and sustainable growth within the gaming sector.
RDB said the move reinforces Rwanda’s commitment to fostering a credible gaming sector that promotes fair play, enhances regulatory oversight, and contributes to economic development while prioritizing responsible gambling practices. The National Lottery & Gambling Commission will continue to oversee licensed operators to ensure ongoing compliance with regulatory requirements, responsible gambling measures, and industry best practices.
The newly licensed operators are expected to commence operations in accordance with the terms and conditions set out by the National Lottery & Gambling Commission. Their entry into the market is anticipated to support job creation, generate government revenue through licensing and taxation, and further position Rwanda as one of Africa’s emerging regulated gaming markets.
