Zambia’s Foreign Minister, Stanley Kakubo, has tendered his resignation following allegations of receiving a stack of cash from a Chinese businessman, as captured in a video that circulated on social media.
The controversy has sparked discussions about the authenticity of the transaction, tax implications, and the nature of the relationship between Zambia and Chinese investors.
The video in question depicts two individuals counting neatly stacked cash, including US dollars and Zambian kwacha.
While the faces of the men remain unseen, speculation arose on social media linking one of them to Mr. Kakubo and a Chinese businessman.
Questions were raised about the absence of a bank transfer and concerns about potential tax evasion.
Unverified Handwritten Notes
Unsubstantiated images of signed handwritten notes also surfaced on social media, indicating an “exchange” of $100,000 between a Zambian and a Chinese mining company.
Another note dated July 8, 2022, mentioned a total sum of $200,000.
The authenticity of these notes has yet to be confirmed.
Mr. Kakubo’s Response
In his resignation letter, Mr. Kakubo did not dispute the video or the handwritten notes but claimed to be the victim of “malicious claims” regarding a business transaction involving his private family business and a business partner.
He emphasized his resignation to ensure that the government remains undistracted in its efforts to improve the lives of Zambians.
Past Controversies
This is not the first time Mr. Kakubo has faced controversy; last year, he was accused of receiving a bribe from a Chinese-owned cement company.
He denied any wrongdoing, with the president defending him by stating that the briefcase contained a calendar and a diary.
China’s Investment in Zambia
Chinese companies play a significant role in Zambia’s economy, with over 600 businesses investing more than $3 billion, according to the Chinese embassy’s statement in 2022.
The controversy surrounding Mr. Kakubo adds to the existing concerns about the influence and impact of Chinese investments in the country.
Political Fallout
President Hakainde Hichilema accepted Mr. Kakubo’s resignation, acknowledging his commendable work and leadership.
However, opposition figures, including former President Edgar Lungu, have called for an investigation into the allegations.
President Hichilema, who pledged to fight corruption, faces scrutiny from both supporters and critics regarding the fairness of his anti-corruption efforts.
The resignation of Zambia’s Foreign Minister amid allegations of accepting cash from a Chinese businessman adds another layer to the ongoing discussions about foreign influence and corruption in the country.
As investigations unfold, the incident raises questions about the government’s commitment to transparency and accountability, especially in the context of its relationship with Chinese investors.
