Johan Oosthuizen has been appointed General Manager of Carnival City, marking a significant leadership step following his recent role as Interim Regional General Manager overseeing Windmill, Wild Coast Sun, Boardwalk, and Maslow Sandton from August 2025 to January 2026.
In his new position, Oosthuizen will assume full operational responsibility for the Carnival City casino and entertainment complex. His portfolio includes oversight of Gaming, Technical, Finance, IT, Human Resources, Marketing, Maintenance, Sustainability, Security, and Customer Experience, reinforcing the property’s commitment to operational excellence and service delivery.
Oosthuizen brings over 20 years of experience across executive leadership and financial management within the hospitality and gaming sectors. His career reflects a strong focus on corporate governance, risk management, and sustainable business growth. Known for his structured and decisive leadership style, he has consistently demonstrated the ability to translate complex challenges into clear strategies that drive measurable results.
A qualified Chartered Accountant (SA), Oosthuizen holds a Magister Commercii (Taxation) degree and is a member of the South African Institute of Chartered Accountants (SAICA). He is widely recognised for his analytical mindset and ability to connect strategic insights across diverse business functions.

Oosthuizen joined the hospitality group in 2007 as Assistant Financial Manager, managing the finances of Windmill Casino, the former Naledi Sun Hotel and Casino, and Windmill Lodge. He was promoted to Financial Manager in 2011 and later served as Acting General Manager in 2018.
In 2020, he was formally appointed General Manager at Windmill, where he successfully guided the business through significant operational challenges, including the impact of the COVID-19 pandemic. His leadership during this period earned recognition from senior management for combining technical expertise with sound commercial judgment.
