Gabonese Launch Gabonaise des Jeux to Reform Gambling Sector

The Gabonese government is taking a new step in the reform of the gambling sector. At the end of the Council of Ministers on December 29, 2025, the State formalized the creation of Gabonaise des Jeux, a public entity responsible for regulating, organizing, and controlling a sector with significant economic impact.

The stated objective is to strengthen governance, clean up the market, and increase tax revenues to more than 220 million CFA francs. The Gabonese government has formalized the creation of Gabonaise des Jeux (GDJ) a new public entity responsible for the regulation, organization, and control of the gambling sector, following a decision by the Council of Ministers held on December 29, 2025.

This move represents a key step in the State’s intention to regain control of a sector considered strategic, with both economic and social stakes. “The importance of regulating the game, the importance of arbitrating the game, is very important for the financing of the State, because it is a link, an activity of financing the collection of savings from individuals, households and sometimes even companies.” said Honoré Justin MONDOMOBE, Expert in Economic Intelligence – Cameroon

The gambling sector in Gabon generated about 185 million CFA francs in tax revenue in 2024, with an estimated projection of 221.5 million CFA francs in 2025 before the full implementation of the reform. These figures are considered to be below the sector’s real potential, largely due to insufficient supervision and the presence of non-compliant operators.

Through the creation of the Gabonaise des Jeux, the State intends to optimize revenue collection, improve the traceability of financial operations, and increase the sector’s contribution to public finances. Authorities say that the gradual establishment of this entity will help better structure the market and improve player’s confidence.
