The Gaming Supervision Institute (ISJ) held a workshop in the province of Malanje on Wednesday, June 10, as part of its strategy to expand across the country and strengthen its institutional presence in local communities. The initiative aimed to explain the Angolan laws that regulate gaming activity, increase public awareness of the ISJ’s role in the sector, and strengthen efforts to combat illegal gaming.

The session was attended by the Provincial Vice-Governor for the Political, Social and Economic Sector, Franco Mufinda, who praised Malanje’s strategic importance and the province’s growing economic dynamism. He described the training as a meaningful contribution to Malanje’s development. The Provincial Finance Delegate, Ricardo Garcia, said eliminating illegal gambling is essential to improve the State’s tax revenues, reduce tax evasion, and protect citizens—especially minors—while ensuring the rights of participants are upheld.

Speaking on behalf of the ISJ, Deputy Director-General Cláudio Paulo said the institution was created in 2014 and is currently in an active expansion phase, with six provincial representations covering two operational regions. Paulo also urged the public to practice responsible gambling, particularly by protecting young people. He warned that excessive and uncontrolled gambling can lead to financial losses, family conflict, and social exclusion.

He also highlighted the dangers of clandestine lotteries and other illegal, unlicensed games sold in informal markets, which can facilitate serious crimes such as money laundering and terrorist financing—issues that remain a key concern for the Financial Action Task Force (FATF). The workshop covered key provisions of the Gaming Activity Law, including prohibitions on participation by people under 18 years of age and those with proven mental limitations. The ISJ reiterated its commitment to transparent regulation and to protecting citizens.
