The Liberian Senate has summoned the leadership of the Liberia National Lottery Authority (NLA) in response to concerns raised by Gbarpolu County Senator Amara M. Konneh. He highlighted a rising wave of unregulated gambling operations and reports of underage betting in several counties.
During a plenary session, Senate Secretary Nanborlor Singbeh read Senator Konneh’s communication. He warned that gambling centers are rapidly expanding in Montserrado, Bong, Grand Bassa, and Margibi counties, many allegedly operating without the legal oversight of the national lottery authority.
Senator Konneh expressed alarm at reports indicating that minors are increasingly involved in gambling activities. He referenced a recent case involving a 13-year-old child, emphasizing that this practice violates Liberia’s gambling laws.
“Of particular concern are multiple accounts of underage gambling, including a recent case involving a 13-year-old child,” Konneh stated. “Liberia’s gambling laws clearly prohibit minors from participating in any form of betting or gaming.” He warned that allowing minors into gambling facilities exposes them to addiction and exploitation, posing long-term social risks that threaten Liberia’s “precious human capital.”
Konneh also pointed out that community members are increasingly worried about the placement of gambling centers near schools, markets, and residential areas, which further increases the likelihood of minors and vulnerable populations being drawn into gambling activities. Given the seriousness of these issues, Konneh requested that the Senate summon the Managing Director of the Liberia National Lottery Authority for a comprehensive explanation of the agency’s regulatory oversight.
“Given the seriousness of these developments, I respectfully request plenary’s indulgence to invite the Managing Director of the Liberia National Lottery Authority to appear before the Committee of the Whole,” he said. Lawmakers expect the authority to clarify various issues, including the regulatory status of gambling operators, enforcement mechanisms currently in place, actions taken to prevent underage gambling, and broader strategies to ensure compliance with Liberia’s gaming laws.
“The Senate must receive a clear and comprehensive account of how the Authority is responding to these violations and what additional measures are required to protect the public,” Konneh emphasized, noting the implications for public safety and the credibility of Liberia’s regulatory institutions.
Following the communication, the Senate referred the issue to the Committees on Judiciary, Autonomous Commissions, and Gender, with the Gender Committee designated as lead. The committees will examine the concerns raised, consult with the Liberia National Lottery Authority, and report their recommendations to the plenary at a later date.
