A joint delegation from the National Lotteries and Gaming Regulatory Board (NLGRB) and the National Information Technology Authority–Uganda (NITA-U) is currently in Ljubljana, Slovenia, undergoing specialized hands-on technical training on the National Central Electronic Monitoring System (NCEMS).
The training program aims to strengthen the delegation’s technical capacity to effectively manage, integrate, and support the NCEMS, a vital digital platform designed to enhance regulatory oversight within Uganda’s gaming and lottery sector.
During the training sessions, participants engage in practical demonstrations and guided workshops. They gain in-depth exposure to the system’s architecture, integration framework, security protocols, and operational processes. This hands-on approach enables the participants to acquire real-time experience in system configuration, monitoring tools, troubleshooting techniques, and data management processes essential for the successful operation of NCEMS.
The NCEMS facilitates real-time monitoring of gaming activities across the country. It provides regulators with accurate and timely data, thereby strengthening compliance, transparency, and accountability in the sector. Additionally, the system improves revenue assurance by enabling efficient tracking and reporting of gaming operations.
Through this training, the NLGRB and NITA-U teams are enhancing their abilities to manage system integrations with gaming operators, ensure system reliability, and support the platform’s long-term sustainability once it becomes fully operational. The collaboration between the two institutions reflects a shared commitment to leveraging technology for stronger regulatory systems and improved public service delivery.
Officials highlighted that the skills and knowledge gained during the training will be crucial in equipping Uganda with a well-prepared technical team capable of managing advanced digital infrastructure within the gaming regulatory environment. A representative from the delegation remarked, “This hands-on engagement is an important step in building the technical expertise required to manage modern monitoring systems. It equips our teams with the knowledge needed to ensure the system operates efficiently while promoting transparency and compliance in the gaming industry.”
The program also reflects NLGRB’s ongoing efforts to invest in staff capacity development and technological advancement. By strengthening internal technical competencies, the Board aims to ensure that its workforce is well-prepared to manage sophisticated digital systems that enhance operational efficiency and regulatory effectiveness.
Upon completion of the training, the delegation is expected to apply the knowledge gained to support the full implementation and operationalization of the NCEMS in Uganda. This initiative marks another milestone in the country’s transition toward modern, technology-driven regulatory systems that support sustainable growth in the gaming and lottery sector.
