The National Lotteries and Gaming Regulatory Board (NLGRB), with support from ABS Consulting Group Limited, recently trained new board staff. ABS Consulting Group specializes in risk advisory, human resources, forensic audits, and executive development.

The NLGRB’s compliance and enforcement staff underwent training focused on key professional principles for inspectors, including:

  • Integrity
  • Objectivity
  • Confidentiality
  • Competence

This training is part of a newly developed compliance and enforcement manual.

The new NLGRB Compliance and Enforcement team received comprehensive instruction on procedures to ensure effective and ethical execution of their duties. Key principles covered in the inspection process included:

  • Evidence-based and risk-focused approaches
  • Coordination and consolidation
  • Integration of information
  • Promotion of compliance
  • Maintaining professionalism

Emphasizing Operator Rights

The training also highlighted the rights of operators, ensuring inspections are conducted fairly, courteously, and respectfully. Topics such as privacy, confidentiality, and the need for accurate, clear, and complete information were emphasized to support a balanced regulatory approach.

A significant portion of the training focused on a risk-based inspection framework. This strategic approach allows the NLGRB team to prioritize inspections of high-risk operators, optimizing resource use while minimizing regulatory burdens on low-risk entities. By concentrating on higher-risk areas, the framework aims to enhance overall compliance through targeted education and training.

Practical Aspects of Inspections

In the closing sessions, the team learned practical aspects of planning and conducting inspections. They received guidelines to ensure thorough and consistent execution. The final module addressed the critical process of reporting non-compliance and documenting inspection findings.
