The Rwanda Revenue Authority (RRA), in collaboration with QT Global Software Ltd and AMBI Tech Ltd, announced on February 22 a nationwide disbursement of Q4 2025 VAT rewards through the TENGAMARA na TVA program. Thousands of citizens participating in the initiative received their Value Added Tax (VAT) refunds via eNoti.
This marks another step in Rwanda’s ongoing effort to enhance voluntary tax compliance through digital innovation and citizen engagement, according to a press release from AMBI Tech. The TENGAMARA program incentivizes consumers to request Electronic Billing Machine (EBM) receipts by returning 10% of VAT for each receipt requested by registered participants.
Additionally, the TengaPromo lottery component offers various life-changing prizes, both cash and non-cash, which further encourages consistent consumer engagement and excitement. Since its digital enhancement and redesign in July 2025, the program has transformed into a large-scale citizen engagement platform. It integrates compliance, digital innovations, and gamification to improve VAT collection and transparency.
In the last quarter of 2025, TENGAMARA disbursed over Rwf 1.3 billion to 157,029 beneficiaries. All VAT and lottery rewards are distributed through eNoti. The innovative eWallet can be accessed by dialing 562#, providing account holders with a secure, simple, and efficient method for digital transfers.
By directly linking consumer participation to measurable revenue outcomes, TENGAMARA supports Rwanda’s domestic resource mobilization strategy and strengthens trust between taxpayers and public institutions. Implementers of the initiative recognize it as a scalable model for digital tax engagement in emerging economies, demonstrating how technology can make compliance a participatory and rewarding experience.
The RRA encourages consumers to consistently request EBM receipts for every purchase and redeem their VAT rewards via eNoti. Responsible consumption not only supports national development but also delivers direct financial benefits to citizens.
