Uganda Launches Innovative Gaming Oversight System

In a groundbreaking move to revolutionize gaming oversight, the Government of the Republic of Uganda, in collaboration with the Ministry of Finance and the National Lotteries and Gaming Regulatory Board, has announced a transformative partnership with tech companies Comtrade D.O.O and MTA Computers Ltd.

The result of this collaboration is the development of a cutting-edge National Central Electronic Monitoring System, aligning with the Lotteries and Gaming Act of 2016.

Key Objectives of the System:

Enhanced Compliance Mechanisms: The system introduces standardized reporting modules, ensuring regulatory compliance throughout the gaming and betting sector.

Increased Revenue Collection: Real-time monitoring of financial and non-financial transactions addresses gaps in revenue collection, curbing tax evasion, and promoting financial transparency.

Revenue collections have seen substantial growth, projecting UGX 160Bn in FY 2023/2024 and an impressive UGX 300Bn in FY 2024/2025.

Strengthened Enforcement Measures: The system’s modules provide detailed insights into both online and offline gaming activities, empowering the National Lotteries and Gaming Regulatory Board to enforce regulations effectively.

Commitment to Responsible Gaming: A Player Protection Module has been incorporated, emphasizing responsible gaming and offering timely intervention measures to protect citizens from the adverse effects of gaming.

Implementation Timeline and Milestones:

The Online Reporting Module is already complete, with operators integrating onto the system. Comtrade D.O.O, the consulting partner, has initiated the land-based assessment and is set to develop the associated module. The entire system is expected to be fully operational by the end of June 2024.

This initiative underscores the commitment of the Board and its strategic partners to champion innovation, fostering a more secure, transparent, and responsible gaming environment in Uganda.
