The Zambia Government has unveiled plans to merge six existing laws governing the gambling sector into a single, comprehensive statute and create a new Lotteries and Gaming Regulatory Authority to improve supervision and simplify the licensing process.

Thomson Mwewa, Senior Economist in the Department of Economic Development under the Ministry of Finance and National Planning, said the current legal framework is outdated and does not adequately respond to emerging developments such as online betting platforms.

Speaking in Mansa during a courtesy visit to Luapula Province Permanent Secretary Prudence Kangwa, ahead of stakeholder consultations on the proposed Lotteries and Gaming Bill, Mwewa emphasized the importance of public participation. He explained that nationwide consultations are intended to gather input from citizens and ensure the proposed legislation reflects the needs and expectations of the Zambian people.

Kangwa stressed the need for tighter controls on gaming and online betting activities, warning of growing social and economic consequences in communities. She noted a rapid increase in gaming outlets, with some reportedly operating without sufficient regulation.

According to Kangwa, unregulated betting has contributed to rising debt levels among civil servants, with some allegedly neglecting their duties after incurring losses. She also raised concerns about minors gaining access to gaming facilities and the indiscriminate placement of gaming machines in communities.

She called for stronger oversight to curb exploitation, safeguard vulnerable groups, and ensure the country derives meaningful benefits from the sector. Consultations in Luapula Province are set to involve civil society organizations, local councils, gaming operators, and other community stakeholders.
