The Zambia Gaming Association (ZGA) has called on betting and gaming operators to engage in constructive dialogue with the government following the introduction of a 10 percent excise duty on gaming and betting activities.
The new tax took effect after the passage of the 2025 supplementary budget, making it mandatory for all betting companies to comply with updated tax requirements.
Speaking to a popular media outlet, ZGA Secretary General Darius Sinkamba advised operators who feel overburdened by the new tax to formally present their financial data through the Ministry of Finance to enable discussions with the Zambia Revenue Authority (ZRA).
“If operators believe the tax has become excessive, the proper step is to submit their financial figures through the Ministry of Finance so that meaningful dialogue with ZRA can take place,”.

Sinkamba acknowledged that Zambia’s betting industry has expanded significantly over the past decade, contributing to government revenue and job creation. However, he emphasized the need for balanced regulation in a sector that remains socially sensitive.
“Gambling is a sensitive sector that must be handled carefully. The new tax may also act as a regulatory tool to ensure responsible operations,” he explained.
He added that the excise duty could help curb illegal gambling, protect vulnerable groups, particularly youth, and promote transparency within the industry.
The ZGA’s call for dialogue highlights the need for collaboration between regulators and operators to ensure that the betting industry continues to grow responsibly while supporting national revenue goals.
