The National Lotteries and Gaming Regulatory Board (NLGRB) recently conducted a capacity-building training workshop on case file management and prosecution readiness for its Legal Department and enforcement teams. The workshop was facilitated by officials from the Office of the Director of Public Prosecutions at Makindye Station.
The training aimed at strengthening NLGRB’s institutional capacity in handling investigations and preparing prosecution-ready case files, particularly in gaming and lottery related offences. Key focus areas included effective evidence collection and preservation, proper case file documentation, witness statement recording, and strict adherence to chain of custody procedures.
Participants were also guided on ensuring compliance with constitutional safeguards and applicable legal frameworks during investigations and prosecutions. Speaking during the workshop, Dr Daisy Nabasitu emphasized the importance of professionalism and procedural compliance in securing successful prosecutions.
“Effective prosecution of gaming and lottery offences depends on credible evidence and proper procedure. Investigations must comply with the Constitution and applicable laws,” she noted. She further stressed that well-prepared case files are essential for sustaining prosecutions in court, adding that procedural gaps often weaken otherwise strong cases.
Representing the CEO of NLGRB, Ms Deborah Kituyi highlighted that the training aligns with NLGRB’s ongoing efforts to enhance regulatory effectiveness and enforcement capacity. She noted that strengthening competencies in investigations, case file management, evidence handling, witness statement recording, and chain of custody procedures will improve the quality of prosecutions and reinforce public confidence in NLGRB’s regulatory mandate.
“This training is a key milestone in enhancing our enforcement capabilities. It equips our teams with the skills needed to ensure that investigations are thorough, compliant, and prosecution-ready,” she said. The workshop also provided an interactive platform for NLGRB officers to engage with prosecution experts, exchange experiences, and explore practical solutions to common challenges in investigations and case preparation.
Emphasis was placed on collaboration between regulators and prosecutors to improve enforcement outcomes. NLGRB reaffirmed its commitment to strengthening institutional capacity, promoting compliance within the gaming sector, and ensuring effective enforcement of gaming laws through professional, transparent, and evidence-based processes.
