Rwanda gaming landscape is set for a fresh start following the official appointment of Moja Rwanda Limited as the new operator of the National Lottery. This move ends a several-month hiatus that began in October 2025, when the government terminated the previous operator’s license.

The National Lottery, originally launched in 2021, is a cornerstone of Rwanda’s strategy to fund professional sports development. By law, proceeds from lottery activities are channeled directly to the Ministry of Sports. These funds are then invested in line with the country’s Sports Development Policy, which focuses on: Nurturing Talent, Inclusivity and Infrastructure & Training: Building the necessary ecosystem to sustain a competitive sporting culture.

The transition comes after the National Lottery and Gambling Commission (NLGC), operating under the Rwanda Development Board (RDB), revoked the license of the previous operator, Inzozi Lotto. The regulator cited a consistent failure to meet both contractual and regulatory obligations.

To ensure the integrity of the sector, the RDB launched a competitive selection process. This search was strictly guided by three core pillars: Transparency, Accountability and Public Interest.

With the signing of the agreement between Moja Rwanda Limited and the government, the National Lottery is expected to resume full operations shortly. This partnership aims to stabilize the lottery’s revenue stream, providing the Ministry of Sports with the reliable funding needed to implement long-term athlete development programs.

For the RDB, the successful appointment of Moja Rwanda Limited represents a commitment to high regulatory standards and a sustainable, socially responsible gaming environment in Rwanda.
