The Rwandan government has officially appointed Moja Rwanda Limited as the new operator of the National Lottery. This decision follows a strategic gap in operations that began in October 2025. With the appointment formalized on April 3, 2026, the country is set to resume lottery activities under a newly approved state framework.

The appointment marks the end of a multi-month search for a replacement operator. The National Lottery serves a critical role in Rwanda’s social development, as it was launched in 2021 specifically to support professional sports development. Proceeds from the lottery are funneled directly to the Ministry of Sports, funding initiatives that nurture athletes for both national and international competition.

Under the new agreement, Moja Rwanda Limited will operate the state lottery on behalf of the government, restoring a structure that had been absent since the previous license was terminated.

The transition to Moja Rwanda Limited was managed through a high-level government selection process. The Rwanda Development Board (RDB) oversaw the search, emphasizing principles of transparency, accountability, and public interest.

The timeline for the finalization included two key milestones:

• April 2, 2026: The Cabinet officially approved the operating agreement.
• April 3, 2026: The appointment was formalized, granting Moja Rwanda Limited full operating rights.

Before this appointment, the license was held by Inzozi Lotto, operated by Carousel Ltd. However, the National Lottery and Gambling Commission (which operates under the RDB) terminated that license in October 2025.

Regulators took this decisive action after the previous operator failed to meet specific contractual and regulatory obligations. This enforcement action underscores the government’s commitment to strict oversight within the gaming sector to ensure it remains sustainable and beneficial to the public.

The National Lottery and Gambling Commission remains responsible for the day-to-day oversight of the sector. Moving forward, Moja Rwanda Limited is expected to align closely with Rwanda’s Sports Development Policy. By resuming operations, the lottery will once again provide a steady stream of revenue for sports infrastructure and talent development across the nation.
