RDB Seeks Operators for Rwanda National Lottery

The Rwanda Development Board (RDB), through the National Lottery & Gambling Commission (NLGC), has announced a call for applications from qualified and reputable operators to manage and operate the National Lottery in Rwanda.

The re-establishment of the National Lottery is part of the Government of Rwanda’s broader strategy to mobilize predictable proceeds to support public-interest programs in sectors such as health, sports, culture, and related causes. This initiative aims to uphold the highest standards of integrity, transparency, technology, and accountability while promoting responsible gambling practices.

“The National Lottery will serve as a sustainable mechanism to generate proceeds that directly benefit Rwandan communities. We are seeking partners with the technical expertise, integrity, and commitment to transparency that align with Rwanda’s vision for responsible gaming,” stated the RDB.

RDB invites applications from operators with proven experience in running national lotteries or similar large-scale gaming systems. Strong financial capacity and technical expertise to operate secure. Modern platforms with nationwide reach and demonstrated compliance with responsible gambling measures and AML/CFT (Anti-Money Laundering/Combating the Financing of Terrorism) frameworks.

Applicants must include all required documentation and proof of payment as stipulated under Ministerial Order No. 01/013 of 20/06/2013. Submissions should provide:

A detailed corporate profile and ownership structure.
Evidence of operational experience, supported by at least one regulatory reference.
A proposed operational plan, including platform technology, governance, distribution channels, and proceeds allocation.
Confirmation of financial and technical capacity.
A system demonstration showcasing readiness.
