Moja Rwanda Limited, which was announced in April as the new operator of Rwanda’s National Lottery, has signed a 10-year operating agreement with the Rwanda Development Board (RDB). The agreement, signed by RDB chief executive Jean Guy Afrika and Moja Group Managing Director Georges Boukazi, authorizes Moja Rwanda Limited to run the National Lottery in accordance with international standards.
Under the deal, the company is expected to generate revenues that will be channeled into public-interest programmes designed to benefit communities across Rwanda. This comes after the National Lottery had been operating without an appointed operator since October of last year, when the government terminated the license of Inzozi Lotto.
The termination followed reports that Inzozi Lotto failed to meet required contractual and regulatory obligations. In response, the lottery regulator announced that a competitive process would be conducted to select a new operator. The National Lottery was launched in 2021, with the goal of supporting the development of professional sports in the country.
Proceeds from the lottery are channeled to the Ministry of Sports, which invests them through Rwanda’s Sports Development Policy. The policy is intended to nurture sporting talent and create pathways for athletes to train, compete, and develop at both grassroots and elite levels.
With the new operator now in place, stakeholders expect improved performance and stronger oversight of lottery operations, including tighter compliance with gaming regulations. The contract also signals the government’s intention to ensure that lottery revenues continue to contribute to national development priorities, especially youth and sports programmes.
In addition, the agreement is likely to bring renewed focus on consumer protection, transparency, and responsible gaming practices, as the operator is required to meet regulatory expectations throughout the duration of the 10-year term. The signing ceremony also underscored the continued involvement of Rwanda’s public institutions in overseeing and strengthening the lottery sector.
