The Government has taken a significant step forward in the reform of the national gambling sector with the presentation of a bill approving the ordinance of December 30, 2025, before the National Assembly. Representing the Government, Adrien Nguema Mba, Minister of the Interior, Security and Decentralization, outlined the strategic vision underpinning the reform.
“The present bill, adopted in application of articles 94 and 99 of the Constitution, is a consequence of the reform initiated in the gaming sector, the purpose of which is to enshrine the State’s monopoly in this sector,” the minister said, displaying the government’s ambition.
The proposed legislation seeks to formalize the State’s monopoly over gambling activities, in accordance with constitutional provisions. Central to this reform is the establishment of “Gabonaise des Jeux,” a public entity placed under the technical supervision of the Ministry of the Interior. This institution will be entrusted with the comprehensive management, regulation, and oversight of all gaming, betting, and entertainment-related activities across the country.
The creation of this state operator is intended to strengthen regulatory oversight and transparency, while centralizing operational, supervisory, and control functions within a single framework. It also reflects the Government’s determination to combat illegal gambling networks more effectively, to secure and optimize public revenues derived from the sector.
Designed as an autonomous entity with legal personality and managerial independence, the Gabonaise des Jeux will play a central role in modernizing governance. The reform further aims to improve the traceability of financial flows, enhance the mobilization of State resources, and support the structured development of the gaming industry.
Beyond regulatory improvements, the initiative is expected to contribute to economic growth through job creation and by fostering stronger integration of the gambling sector into the national economy. Through this reform, the Government reaffirms its commitment to reclaiming control over a strategic sector and transforming it into a lever for sustainable and well-regulated development.
