The Enugu State Gaming and Lottery Commission has proposed a Business-to-Business (B2B) gambling supplier licensing framework as part of efforts to strengthen regulatory oversight, data security and accountability across the state’s gaming industry.
The proposal was a key focus of the 2026 Enugu State Gaming Stakeholders Forum, which concluded on October 8, 2026, under the theme, “Beyond Compliance: Building a Safer, Smarter and More Sustainable Gaming Industry in Enugu State.”
Convened by the commission, the forum brought together licensed gaming operators, agents and other industry stakeholders to discuss regulatory compliance, gaming technology, data security, responsible gaming and the future of the sector.
According to the commission, the proposed B2B licensing framework seeks to establish an appropriate regulatory structure for suppliers whose technologies and services support gaming operations. These include software developers, gaming technology companies, equipment suppliers, platform providers and other relevant service providers.
The framework is intended to strengthen accountability and ensure that the systems supporting gaming operations meet appropriate standards of integrity, security and regulatory oversight. It would also help clarify the roles of technology suppliers and their relationships with licensed gaming operators.
The commission noted that the proposed framework remains subject to the necessary legal processes and further stakeholder engagement.
The forum’s communiqué reaffirmed the need for stronger compliance with applicable laws, license conditions and regulatory directives. It also highlighted the importance of improving stakeholders understanding and secure use of the Gaming Regulatory Management Platform (GRMP).
Other priorities included safeguarding sensitive commercial information, strengthening data security and system integrity, promoting responsible gaming and player protection, and maintaining engagement between the commission and industry stakeholders.
The forum also welcomed the Play Smart, Stay Safe initiative, developed in collaboration with GambleAwareNG, to expand responsible gaming awareness in licensed land-based gaming shops across Enugu State. The initiative forms part of broader efforts to encourage safer gaming practices and strengthen player protection at the retail level.
Through the forum, the Enugu State Gaming and Lottery Commission reiterated its focus on moving beyond basic compliance towards a more accountable, secure and sustainable gaming industry.
The proposed B2B licensing framework, alongside the emphasis on regulatory technology, data protection and responsible gaming, signals the commission’s intention to address the growing role of technology providers in the state’s gaming ecosystem while continuing to engage industry stakeholders.
