Jamaica has revived momentum toward establishing a regulated casino gambling industry following renewed implementation of its Casino Gaming Act, originally passed in 2010. This development comes after Parliament approved updated Casino Gaming Regulations, marking a significant milestone after years of limited progress and extended political debate between the Jamaica Labour Party (JLP) and the People’s National Party (PNP).

The move represents a key step toward launching Jamaica’s first legal, regulated casino sector, with a strategic focus on integrated resort development rather than stand-alone casino operations. Tourism remains central to Jamaica’s economy, contributing approximately 30 percent of GDP and serving as a major driver of employment, foreign exchange earnings, and investment inflows.

Industry experts note that the expansion into regulated casino gaming aligns naturally with Jamaica’s established position as a global tourism destination. The island, famously known as the birthplace of reggae icon Bob Marley and closely associated with the legacy of Marcus Garvey and the Black Consciousness Movement, has long balanced cultural heritage with a strong tourism-driven economy.

It continues to welcome millions of visitors annually, drawn to its beaches, resorts, and entertainment offerings. Despite the Casino Gaming Act being in place since 2010, Jamaica has taken a cautious approach to market development. The country currently hosts around 200 betting shops and an estimated 450,000 online bettors, with horse racing and the English Premier League among the most popular wagering interests.

Last week’s parliamentary approval of the Casino Gaming Regulations follows months of debate between the two major political parties and is expected to form the operational backbone of the 2010 legislation. According to market research firm Mordor Intelligence, the global casino-resort industry, currently valued at approximately £122 billion (US$165.17 billion) is projected to grow to £156 billion (US$211.26 billion) by 2031, reflecting continued global expansion in integrated resort development.

Analysts suggest Jamaica is well-positioned to benefit from this growth, given its established tourism infrastructure and reputation as a leading Caribbean destination. Major resort areas such as Montego Bay, Negril, and Ocho Rios already serve as key economic hubs supporting hospitality, employment, and investment activity. With the regulatory framework now in place, attention has shifted to Princess Hotels and Resorts, the Spanish operator set to develop Jamaica’s first licensed integrated casino resort.

The project will form part of the US$400 million Princess Grand Jamaica development in Green Island, Hanover, and is expected to be a flagship investment in the country’s emerging gaming sector. While no official opening date has been confirmed, industry expectations suggest potential launch timelines around 2026, subject to construction and regulatory approvals.

Senator Rose Bennet-Cooper of the ruling JLP emphasized the government’s measured approach to casino gaming during parliamentary discussions: “Our approach to casino gaming is deliberately cautious. It is not intended to transform the island into a gaming hotspot. This is why the government is not pursuing stand-alone casinos.”

Jamaica’s entry into regulated casino gaming represents a carefully structured expansion of its tourism economy, designed to complement existing hospitality strengths while maintaining strong regulatory oversight and social safeguards.
