The Management of the National Lottery Authority (NLA) has, with immediate effect, officially revoked and shut down the Sports Betting License of LIPAY INC. The decision follows a comprehensive Administrative Hearing at the 6th Judicial Circuit Court, where multiple violations of the NLA Gaming Regulation 001 were established.
The ruling was rendered by the Director General of the National Lottery Authority, Hon. Pieter L. Solo. It underscores the Authority’s unwavering commitment to safeguarding the integrity, transparency, and credibility of Liberia’s gaming industry. After careful review of the evidence presented during the administrative proceedings, LIPAY INC. was found liable for several serious regulatory breaches, including violations of Sections 6.4, 6.9, 14.1(b), and 14.1(d) of Gaming Regulation 001.
The violations included a failure to disclose material information, misrepresentation and misuse of its gaming license, creating the false appearance that an unlicensed foreign entity was authorized to operate in Liberia, and permitting an unlicensed foreign company to conduct activities contrary to the terms and conditions of its license.
As a result of these findings, Hon. Pieter L. Solo, during a news conference, ordered sanctions as indicated in the 6th Judicial Circuit Court ruling issued against LIPAY INC. on Monday, June 22, 2026, in Monrovia. The sanctions include the immediate revocation of the Sports Betting License issued to LIPAY INC.
In addition, the Director General ordered administrative fines totaling US$10,000.00, with penalties of US$2,500.00 assessed for each of the four violations established during the hearing. LIPAY INC. was also disqualified for two years, prohibiting it from reapplying for or obtaining any gaming license in Liberia during the period specified. The NLA was further authorized to recover damages related to required license fees and operational activities conducted during the period of violation. The ruling also requires the publication of the judgment in a newspaper of general circulation at the expense of LIPAY INC.
Hon. Solo further assured the public that the National Lottery Authority remains steadfast in its mandate to regulate Liberia’s gaming sector in accordance with the law. He emphasized that all licensed operators, whether domestic or foreign-affiliated, must comply fully with established regulations and licensing requirements. He stated that the decision sends a strong message that the NLA will not tolerate regulatory violations, misrepresentation, or attempts to circumvent Liberia’s gaming laws.
The NLA’s Director General also reiterated that the Authority would continue to enforce strict compliance measures to protect consumers, promote responsible gaming, and ensure a transparent, accountable, and well-regulated gaming environment in Liberia. He reaffirmed the NLA’s support for the Government of Liberia’s ARREST Agenda for Inclusive Development, noting that it remains dedicated to fostering a gaming sector that operates with integrity, fairness, and accountability.
