The Enugu State Gaming and Lotto Commission (ESGC) notify the general public, industry operators, financial institutions, and all relevant stakeholders that the online betting platform Betjapa is NOT licensed, registered, or authorized by the Commission to operate within Enugu State or anywhere in the Federal Republic of Nigeria.
Recent reports circulating on X (formerly Twitter) have exposed significant fraud, unpaid winnings, and misleading communications attributed to Betjapa. Of particular concern is the fraudulent display of a fake ESGC license, deliberately crafted to deceive unsuspecting Nigerians into believing that the platform is legally regulated.
This act of criminal misrepresentation poses a grave threat to consumer protection, regulatory integrity, and the credibility of Nigeria’s gaming ecosystem.
Upon confirming these violations, the Commission issued a formal notice to DME Systems, the foreign technology provider behind Betjapa’s operations.
The Commission demanded full disclosure of the identity of their Nigerian partner(s), payment of regulatory fines associated with illegal gaming operations, and the commencement of proper licensing procedures as required under Enugu State gaming laws. However, more than 12 days have passed, and DME Systems has failed to comply with any directive. Instead, they abruptly shut down their system, issued selective refunds, and continued to evade regulatory accountability.
To avoid any misunderstanding, the ESGC hereby states that it has no relationship, affiliation, or partnership with Betjapa or DME Systems. Any license or approval claimed or displayed by Betjapa or DME Systems is FAKE, forged, and illegal. The ESGC is initiating legal action both locally and internationally to hold DME Systems accountable for fraud and unauthorized operations.
Additionally, any representative of DME Systems entering Nigeria for gaming-related activities will face immediate regulatory and law enforcement action. Operators using DME Systems’ sportsbook or gaming engine do so at their own legal and regulatory peril.
The Commission reiterates that no operator is permitted to offer gaming, sportsbook, lottery, or related services within Enugu State without proper licensing.
Any attempt to operate unlawfully, manipulate consumers, falsify regulatory documents, or associate with providers engaged in fraudulent practices will result in severe sanctions, blacklisting, fines, and full criminal prosecution under Nigerian law.
Operators are strongly advised to verify their compliance status and ensure all platforms, partners, and technologies meet the standards set by the ESGC.
The ESGC remains firmly committed to safeguarding the interests of players, promoting transparency within the gaming industry, and ensuring that all operators meet international best practices for consumer protection, digital security, and financial integrity.
The Commission will continue to collaborate with state and federal law enforcement agencies, Interpol partners, financial regulators, and global gaming networks to dismantle fraudulent operations that exploit Nigerians through illegal online gaming platforms.
Members of the public are strongly encouraged to verify the licensing status of any gaming operator via the official ESGC channels, report suspicious gaming activities, and refrain from engaging with unlicensed online betting platforms such as Betjapa.
