Management of the National Lottery Authority (NLA) has noted media reports and publications on the impasse over salary disputes, which has led to a strike by the local union and staff.
Management remains fully committed to resolving the issues at stake and is calling on the local Union and all staff to call off their sit-down strike and return to the negotiation table.
Management would like to clarify that it has been cooperative and fully committed to the Union’s negotiation process. For 2026, the local Union requested a 17% salary increase for all Staff, and Management granted 12%.
Management’s decision to grant the 12% stems from notices from the Ghana Revenue Authority (GRA) to the NLA regarding a backlog of unpaid taxes on staff salaries over a six-year period (2016 – 2022), due to an incorrect income tax application.
After several meetings with the GRA, the Board and Management entered an arrangement with the GRA to pay the tax arrears totaling over five million Ghana cedis at no cost to Staff. The Board and Management also agreed to rectify the anomaly by applying the appropriate taxes to salaries going forward.
This affected staff net salaries. The Union therefore pushed for a 17% salary increase to cushion staff. However, during budgetary approvals, the Board indicated that, due to the over 5 million cedis already being absorbed and other budgetary constraints, it could approve only a 10% salary increase for Staff.
Management therefore pushed for an additional 2%, bringing the amount to 12%. The Union thus rejected the offer, declared a deadlock in negotiations and forwarded the matter to the National Labor Commission (NLC) for redress.
Management had written to the Fair Wages and Salaries Commission (FWSC) on 11th February 2026 seeking its guidance on the matter. The FWSC’s response dated 11th June advised the Authority to increase salaries by 8%, based on the Authority’s financial strength.
The Local Union therefore served Management with a letter on Friday, August 21, intending to carry out a sit-down strike and demonstration on Monday, August 24.
Management is actively engaging the National Labor Commission for an amicable resolution through an arbitration process and is calling on the local union and staff to call off the demonstration and return to the negotiation table.
